Russian attacks on Ukrainian unarmed civilians – torture, sexual violence, murder, and forceful detainment — are war crimes. Furthermore, Russia’s systematic human rights violations could indicate genocide and crimes against humanity, the UN-backed Independent International Commission of Inquiry on Ukraine said in a report released on March 16.

In March 2022, following Russia’s full-scale invasion, the president of the United Nations Human Rights Council (UNHRC), Federico Villegas Beltrán, announced the establishment of the Independent International Commission of Inquiry on Ukraine.
