Ukrainian intelligence reports Russia’s new focus on destabilizing Ukraine from within through hybrid subversive campaigns.

The Main Intelligence Directorate of the Ministry of Defense of Ukraine has reportedthat Russia is actively seeking to disrupt the internal unity of Ukraine. This strategy includes the implementation of multiple hybrid subversive campaigns.
According to Ukrainian intelligence, Kremlin-aligned analysts have prepared suggestions for Russia’s higher military-political leadership for a more “effective” continuation of the war against Ukraine in 2024. A major issue identified by Moscow is the societal consensus and stability of Ukraine despite “the alleged emergence of internal political conflicts.”
The report outlines that the proposed method to “destroy the unity within Ukraine” involves conducting several hybrid subversive campaigns in conjunction with continuing intensive combat operations.
