Russia amending it constitution to explicitly include occupied areas of Ukraine in 2022 presents a “serious problem” for any kind of future negotiations, Ukrainian President Volodymyr Zelenskyy said on Oct. 18.
“We cannot, under any circumstances, recognize territories that are occupied as part of the Russian Federation,” Zelenskyy told Ukrainian TV broadcasters.
“This is one of the most difficult challenges we face. Everyone understands that what [Russian dictator Vladimir] Putin has done—writing some of our territories into his constitution—is a serious problem.”
When asked if Ukraine would be willing to make any territorial concessions in potential peace negotiations, the president reiterated that the territories remain “temporarily occupied” until Ukraine legally changes their status.
“Until Ukraine legally recognizes these temporarily occupied territories, even a single village, as Russian, they will remain Ukrainian,” Zelenskyy said.
