Ukrainian authorities have found systemic violations in the work of medical-social expert commissions (MSECs), President Volodymyr Zelenskyy announced on Oct. 21.
MSECs are panels of experts that are responsible for reviewing disability applications from people who wish to apply for social benefits on account of their health. In wartime, disability also exempts one from military service, thereby attracting draft dodgers to try and bribe their way into getting a disability certificate.
Several high-profile MSEC corruption scandals have elevated the issue, prompting Zelenskyy to convene a meeting of the National Security and Defense Council (NSDC) to discuss it.
“Today, we held necessary preparatory meetings before the NSDC session,” the president said in his evening address.
“A lot of new details have emerged. Unfortunately, there are hundreds of episodes of violations at various levels due to the dishonest work of MSECs.”
