Ukrainian officials are holding high-level talks with the incoming administration of U.S. President-elect Donald Trump in an effort to bridge the gap in reaching a settlement over Russia’s aggression against Ukraine, the WSJ reported on Dec. 4, citing people familiar with the negotiations.

Andriy Yermak, the head of Ukraine’s presidential administration, met on Dec. 4 with Gen. Keith Kellogg, the Trump administration’s nominee for special representative for Ukraine and soon-to-be national security adviser Mike Waltz.

Although Kellogg expressed support for arming Ukraine as leverage against Russia, there was reportedly “not show much interest” in offering Ukraine NATO membership, which Ukrainian President Volodymyr Zelenskyy sees as crucial for security against future Russian aggression.

“It must be a sustainable peace… An unstable, temporary peace is not in the interest of either the United States or Ukraine,” said a person familiar with the Ukrainian side’s thinking.

Trump’s advisers have discussed peace plans that acknowledge Russia’s occupation of 20% of Ukrainian territory but do not include Ukraine’s accession to NATO.
