12/17/2024 — Ukrainian parliament supports multiple citizenship bill in first vote

Ukraine’s parliament, the Verkhovna Rada, has passed the first reading of Bill No. 11469 to introduce a framework for multiple citizenship in the country, MP Yaroslav Zheleznyak announced on Dec. 17.

According to Zheleznyak, the bill was backed by 247 lawmakers.

He added that before the second reading, proposals and recommendations—particularly from the Ukrainian World Congress—will need to be considered.

Additionally, parliament voted separately to request an opinion from the Constitutional Court on the bill, with 150 MPs supporting the move.

Ongoing debates on multiple citizenship in Ukraine

Under current Ukrainian law, the state does not recognize dual citizenship for its citizens.

On Aug. 7, President Volodymyr Zelenskyy submitted the draft law on multiple citizenship to the Verkhovna Rada.

During a meeting with the Ukrainian diaspora in the United States on Sep. 22, 2023, Zelenskyy reaffirmed his commitment to implementing the concept of dual citizenship.
