There is a “real possibility” that an unconventional Russian attack on NATO—such as sabotage or arson—could lead to “significant” casualties, a senior NATO official has warned.

In an interview with Sky News, James Appathurai, who leads NATO’s strategy updates for monitoring and deterring hybrid warfare, said, “We are in a situation akin to a boiling frog,” referring to the increasing scale of Russia’s hybrid attacks across Europe, the U.S., and Canada. These activities, he noted, would have been “entirely unacceptable” just five years ago.

According to Appathurai, since Russia’s full-scale invasion of Ukraine, there has been a marked increase in “kinetic” actions, such as cutting vital undersea cables, sabotaging buildings, and planting incendiary devices in aircraft cargo.

He said there have been “hundreds” of such incidents, with many plots thwarted. This escalation, the official noted, is Moscow’s retaliation for Western military support for Ukraine and stems from Russia’s belief that the West is actively working against it—a claim Appathurai dismissed as untrue.
