Ending Russia’s war against Ukraine requires a two-step plan — a ceasefire followed by broader negotiations, which cannot proceed without first implementing the initial phase, U.S. Secretary of State Marco Rubio said in a CBS News interview on March 16.
According to Rubio, Plan A focuses on achieving a ceasefire. Once that is in place, the next step would be to “get everyone to the negotiating table.”
“No one is saying the second part will be easy, but we can’t reach it until we complete the first step. It’s hard to negotiate a long-term end to the war while they’re still shooting at each other, and that’s why the president (Donald Trump — ed.) wants a ceasefire,” Rubio said.
He added that this is what efforts are currently focused on.
According to the secretary of state, Plan B involves negotiations “about something more lasting and permanent.” Rubio noted that such talks would require “concessions from both sides.”
“This war cannot continue. The president has made that clear, and he’s doing everything possible to bring it to an end,” Rubio said.
