More than 2,500 Russian soldiers suspected of involvement in the killings of civilians in Bucha in 2022 had been identified by Ukraine’s National Police as of March 2025, according to an NV investigation. Of those, 34 have been formally notified of suspicion. Investigators are continuing to build cases against seven individuals over the murders of 24 people. Prosecutors have sent indictments to court against 17 suspects in the killings of 12 civilians, and one accused war criminal is currently on trial in person. That level of progress took years of painstaking work.

“We managed to do what seemed almost impossible — to map out the zones of responsibility for each Russian military company present in Bucha at the time,” said Ivan Dulkai, a senior investigator for especially important cases in the war crimes unit of Ukraine’s Main Investigation Department. He leads a special investigative task force focused on Russian war crimes committed during the February–March 2022 assault on Kyiv Oblast.
