4/26/2025 — Ukrainians react to US proposal of recognizing Crimea as Russian

The U.S. media outlet Axios reported on April 23 that the U.S. President Donald Trump administration’s final proposal for ending the Russia-Ukraine war included the U.S. de jure recognizing Russia’s annexation of Crimea and de facto recognizing its control of other occupied Ukrainian territories.
Russia occupied Ukraine’s Crimean Peninsula in 2014 and declared its annexation soon after, following a sham referendum held at gunpoint with no international observers. After Russia launched a full-scale invasion of Ukraine in 2022, it declared the annexation of Ukraine’s Donetsk, Luhansk, Kherson, and Zaporizhzhia oblasts. Moscow only partially occupied these four regions.
Following the reports, President Volodymyr Zelensky said on April 22 that Ukraine would not legally recognize Russia’s occupation of Crimea under any circumstances.
