President Volodymyr Zelenskyy has approved the members of the Ukrainian delegation for the July 23 talks with Russia in Istanbul, according to the corresponding decree No. 539/2025 published on his website on July 22.
The National Security and Defense Council’s (NSDC) Secretary Rustem Umerov will lead the 14-member delegation, which includes Oleksandr Bevz, an advisor to the head of the Presidential Administration; Serhiy Kyslytsya, the First Deputy Foreign Minister; Oleksandr Poklad, the Deputy Head of the Security Service; Oleh Luhovskyi, the First Deputy Head of the Foreign Intelligence Service; and Vadym Skibitskyi, the Deputy Chief of the Defense Intelligence.
The General Staff’s Deputy Chiefs Yevhen Ostrianskyi and Oleksiy Shevchenko and a senior officer from the Main Operational Directorate, Oleksandr Sherikhov, will represent the Ukrainian Armed Forces, along with several other participants from the International and Operational Law Department, the Naval Forces Command, and the Protocol Office.
