8/25/2025 — Ukrainian forces hit Ust-Luga gas hub used by Russia’s shadow fleet

Ukraine’s General Staff confirmed that Special Operations Forces and the Security Service of Ukraine (SBU) struck Russia’s Ust-Luga marine terminal in Leningrad Oblast overnight on Aug. 24, along with several other Russian logistics facilities.

According to preliminary information, the attack hit a gas condensate fractionation and transshipment unit with an annual capacity of up to 6.9 million tons.

The Ust-Luga terminal is one of Russia’s key logistics hubs on the Baltic Sea, used by so-called “shadow fleet” vessels that export energy resources in violation of international sanctions.

Ukrainian forces also targeted logistics sites in Russia’s Belgorod and Voronezh oblasts that supply and support Russian military units. The results of those strikes are still being assessed.

“The Defense Forces continue efforts to undermine the offensive potential of Russian occupiers, complicate fuel and ammunition supplies to enemy units, and force Russia to end its armed aggression against Ukraine,” the General Staff said.
