The European Commission has acknowledged that Ukraine is showing record progress in most key areas of reform and is ready to begin talks on the first, second, and sixth negotiating clusters, Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka said ahead of the official release of the enlargement report on Nov. 4.

“This is the best enlargement report in the last three years,” Kachka said.

“The best enlargement report in the past three years — that will be the assessment of Ukraine’s efforts on the path to EU membership. For the first time, the European Commission has recognized our record progress in most areas of reform,” he wrote.

According to him, the document includes 36 assessments across different chapters and roadmaps.

“Progress has been recorded in every single chapter. We’re moving faster than we did last year. The pace of reform has improved in 15 chapters, with 12 of them assessed as showing ‘good progress.’ None of the chapters showed a decline in preparedness for accession,” he said.

Kachka added that Ukraine raised its overall rating in 11 chapters — the best performance since obtaining EU candidate status.

“The European Commission sees that Ukraine is shifting from merely adopting legislation to actually implementing European standards — in public administration, the judiciary, the economy, digitalization, and education. We intend to preserve and build on this momentum,” Kachka said.

On Sept. 4, President Volodymyr Zelenskyy said that EU membership was part of Ukraine’s broader security guarantees and was now listed as a separate clause.

Only one country — Hungary — is blocking Ukraine’s EU membership bid. Bloomberg previously reported that the EU is exploring ways to prevent Budapest from obstructing the start of accession talks.
